Police Chief Christine Namira had kept a close eye on Alois Krin ever since he suddenly appeared in her police force. His documents were all settled and the paperwork was legitimate, but something about the man bothered her. It bothered her even more how he kept releasing the people he brought in without so much has a slap on the wrist. Particularly the man with the mask, Ian, who had been brought in so many times that she knew him by name.
She stood up sharply from behind her desk and walked out pf her office intent both on chastising Officer Krin and avoiding her paperwork. "Krin," she barked with authority, "Who was the girl who left with the masked man?"
Without waiting for more response than an automatic salute, Chief Namira continued. "Whoever they are, we're following them. I want to know what he keeps doing that keep bringing him in, and why the hell you keep letting him out."
Christine stormed by, knowing that Alois would follow. "We're going to see what they get up to, and if it's something new to bring them in for, then it's your ass, Krin."

Alois gave Namira the automatic and customary salute as she came up to him, about to answer before she cut him off. He followed Her Storming Fury with an eyeroll, giving a mean look to the few men that chuckled at him. He spoke with a sarcastic tone, obviously put out by this chief, but he would do as she said. "The masked man - Ian - keeps being brought in under false charges. The gangs are responsible for his charges, not him. He's just a social misfit with an adorable cat. And the woman, Lorena, simply had an experiment go wrong. She's a chemist and was doing some research. No harm done. But we can certainly investigate if you'd like."

"Oh yes, the gangs. They have been up to trouble, haven't they? It's because our dearly departed ex-Chief didn't do his damn job." The newly installed Chief Namira had absolutely no love for the man whose position she had taken. She thought of him as incompetent, senile, and morbidly obese. In her own opinion, he was solely responsible for the fact that every damn coffee shop in the city was terrified that police might stop by and take all the doughnuts. Christine hated donuts. Stopping to open up the door to a squad car, she ushered Alois into the passenger's seat. Taking her own position behind the wheel, she continued her rant.
"The gangs practically own Plethora now. But they're still nothing more than a bunch of petty thieves squabbling about and playing mafia. They fight each other more than anything else. Hell, they fight themselves. If we had one informant, just one, we could take them all out. That's what we're going to do, Krin. That's my play. I'm going to wipe this city clean; purge it with fire. Gunfire. Every night there are murders, drug deals, hell, this place is one of the worst cities in America. But that's going to change."
The two officers followed Ian and Lorena to some unassuming coffee shop and parked across the street to keep an eye on them. "Stay here," Christine ordered Alois, stepping out of the car. She strode briskly across the street and into the little coffee and doughnut place, causing the cashier to immediately seek cover and shut of the light in the confections display. Chief Namira groaned and rolled her eyes. Working her way towards the desk she made her way past the table where Ian was sitting. In accordance to standard protocol and training, she clumsily tripped over the bag, spilling its contents over the floor. Apologies flowed from her like water as she shoveled miscellaneous objects back into the bag, adding a small GPS tracking chip to the mix. Her last order of business was then to order a cup of terrible coffee and exit the building. Returning then to her own car, she immediately shifted into gear and headed back to the station without a word more to Alois.
Chief Namira once again settled back into her office, taking on the veritable mountain of paperwork set before her. Her speech was not just for show. Almost every one of the incident reports she had to sort through was from a gang-related crime. Her city was rampant with crime, and she couldn't stand it. She didn't share it with anyone, but her feud with gangs was personal. Christine once had a younger sister, Emily, but she was a civilian casualty in a gang turf war. Ever since she had harbored a burning passion for justice by her own definition. The only justice for criminals, in the eyes of Chief Namira, came cast in lead.

[[ Alois ]] Alois rolled his eyes behind Christine's back at the comment of the ex-Chief. She was right that he never did his job, but Alois felt he was a good man. When he wasn't stuffing his face with doughnuts. Christine herself was an example of the people that Alois didn't like. He didn't hate them, at least she was honest, but she enjoyed her power too much. She took it upon herself to start a crusade against the underworld, which was probably the only reason Plethora had a decent economy. Really, for her crusade, following Ian was pointless. There were larger fish to fry. All Ian did was give construction workers something to do.
Alois listened to her with her small rant on the gangs and what they were, watching out the window with a bored expression. If Christine knew Alois's past, he was sure she would dump him on the street and arrest him without a second thought - the nation considered what he did worse than what any punks in a gang could ever do. He looked back to Christine and, leaning back in his seat, spoke in a resigned tone. "Do you plan on killing everyone even slightly associated with a gang, then?"
He almost added something about her being a totalitarian, but he held his tongue. He would have to be careful around Christine. Alois had no love for her, but he would do damn well to respect her. He stayed in the car as Christine ordered and watched her go inside. He picked at his fingernails absently as he waited. [[ Ian ]] Ian ended up ordering a piece of cake for Makel, and had her sitting on top of the table, where he fed her one piece of cake at a time. Makel thoroughly enjoyed the food and gobbled it up without hesitation. She bit Ian's fingers a few times in her excitement, but he didn't mind. While feeding his kitten, he listened to Lorena and occasionally gave a comment in his hand signals, decidedly enjoying her company. He was giving the last piece of cake to Makel when a woman suddenly tripped over his bag and spilled everything out - a notebook, numerous pens and pencils, a wallet, a few little trinkets, some cat food. She was already apologizing and stuffing things back into his bag when Ian leaned down and took the bag from her. His expression might have been slightly menacing if she could have seen it. He set the bag in the seat next to him and took a moment to calm down before returning to Lorena and Makel. [[ Alois ]] Alois watched Christine come back to the car, where she immediately headed back to the station. He knew immediately what she had done. On the inside he was mildly upset, feeling it was not only an infringement of privacy, but also worried that Ian might have plans in the very near future to do something. "A tracker? What if he gets home and finds it in his bag? He's not an idiot like many of the gang members." Alois felt the thin ice he was on. "He's just a poor kid that lives from paycheck to paycheck in a shithole of a place and does his best to keep himself and his kitten alive." He followed Christine into the station, not following her into her office. With a sigh he turned and went to look over his own paperwork, hoping for Ian's own sake the kid didn't do anything rash until he found the gps. [/blockquote]
